The minimum wage in the Philippines in 2026 depends on the region. In Metro Manila (NCR), it is ₱718 to ₱755 a day since 26 Sep 2026. The lowest rates are ₱401 to ₱436 a day, in Bangsamoro.

These rates apply under Wage Order No. NCR-28, from 26 Sep 2026. They cover the 16 cities of Metro Manila and the municipality of Pateros.

An earlier order, Wage Order No. NCR-27, set a second step from 20 January 2027. The NWPC says that NCR-27 is subject to continuing litigation in two regional trial courts.

The Negros Island Region

The Negros Island Region (NIR) has its own wage board, but no wage order yet. Until it issues one, the rates of the earlier regions apply:

  • Negros Occidental, with Bacolod: the Region VI order (Western Visayas).
  • Negros Oriental and Siquijor: the Region VII order (Central Visayas), at the Class B rate.

How the minimum wage is set

A regional tripartite wages and productivity board (RTWPB) sets the minimum wage of each region by wage order. The board publishes the order in a newspaper, and the order takes effect on a later date.

The National Wages and Productivity Commission (NWPC) lists the wage orders of all regions. For each order, it gives a deadline for appeals and a deadline for employers to apply for an exemption.

What an employer pays on top

The minimum wage is only the base. An employer also pays the 13th month pay and the contributions to SSS, PhilHealth and Pag-IBIG. The main rules:

Working hours

Holidays
2026 has 12 regular holidays and 8 national special non-working days. Work on a regular holiday pays twice the regular rate.
