How to choose an EOR partner: the prices and terms to compare

Updated on 22 Oct 2026. Each figure shows its source and the date of our last check.

An EOR partner is the provider that employs your staff in another country for you. To choose one, compare the all-in cost for your country, who employs the person, the licence, the extra fees and the contract.

This guide gives the six points to check, and the published facts of the 12 providers in our 14 country guides.

Six things to compare

How our ranking scores providers

  • Price: 30 points, by the average published fee.
  • Own company: 40 points, by the share of countries where the provider says that it employs through its own company.
  • Licence: 20 points, by the share of countries with a licence rule where the provider says, or an official register shows, that it or its partner holds the licence.
  • Transparency: 10 points, by the share of countries where the provider publishes a price.

The score uses only facts that the providers state on their own websites. No provider can pay for its place. We do not rate service quality, because we cannot check it against a source.

  • How much notice do you need to end one employment, and which costs do I pay?
  • How do I end the whole agreement, and what does it cost to end it early?
  • How does the IP in the employee's work pass to me, and when?
  • How many days do I have to pay, what is the late interest, and how can you raise your fees?
  • Is there a fee or a waiting time if I hire the employee myself or move to another provider?
  • Which law governs the contract, and where do disputes go?
  • Is there a DPA, and who is the controller of the employee's data?

Questions and answers

What is an EOR partner?

A provider that employs your staff in another country for you, as their legal employer. It runs the payroll and the employment duties, and you direct the daily work.

How do I choose an employer of record?

Compare the all-in cost for your country, the legal employer (the provider's own company or a partner), the licence where the law asks for one, the deposit and other fees, and the contract terms. Then ask the providers on your list for a quote.

Which EOR is the cheapest?

By the average published price in our 14 countries: Boundless and RemoFirst, at about US$199 a month for each employee. The price can differ by country, so compare the price for your country.

Is the cheapest EOR the best choice?

Not always. We do not review service quality, but a low price can come with a partner model, a deposit or a long minimum term. Check those points as well as the fee.
